El presente artículo integra tres planteamientos interdependientes sobre la economía política de la problemática macroeconómica de Colombia. Primero, que desde la Constitución de 1991 se creó un desequilibrio estructural en el frente fiscal entre los ingresos y los gastos públicos. Esto explica gran parte de la volatilidad macroeconómica que se ha presentado en las dos últimas décadas. El segundo, que el creciente gasto social con ánimo redistributivo es realmente regresivo en gran medida y, por fallas de información al respecto, la demanda política por reformas que concilien la redistribución con la sostenibilidad fiscal termina siendo muy débil. En tercer lugar, y como estrategia de reforma, habría que fortalecer aún más las instituciones macroeconómicas y contemplar la creación de un Consejo Fiscal Superior análogo al Banco de la República en sus características de independencia técnica y de responsabilidad política. ; This paper links three interdependent views on Colombia's macroeconomic and political economy issues. First, that the 1991 Constitutional reform engendered a structural fiscal disequilibrium between public revenues and expenditures. This disequilibrium explains a large part of the macroeconomic volatility that this country has experienced in the last two decades. Secondly, that growing social expenditures, instead of equalizing initial opportunities and being redistributive, ended up being largely regressive. Because of information failures on these empirical facts the political demand for reforms to reconcile fiscal sustainability with redistribution finds little political support. Thirdly, the strategy for reform needs to include the strengthening of the current macroeconomic institutional arrangement as well as the creation of an Independent Fiscal Council with similar characteristics in terms of technical independence and political accountability as those of the Banco de la República.

El presente artículo desarrolla la tesis que la Constitución de 1991 elevó el gasto público total a niveles no sostenibles generando serios problemas fiscales que no han podido ser corregidos en su raíz estructural. La gran limitante a esta corrección ha sido la insuficiencia de apoyo político para proteger la estabilidad macroeconómica del país y verla como un patrimonio político "común" a todos los ciudadanos. Esta situación ha sido agravada por recientes fallos de la Corte Constitucional que interfieren con las leyes de ajuste fiscal. Dentro de este contexto la independencia del Banco de la República ha sido un avance de enorme beneficio al desarrollo institucional del marco macroeconómico en general. ; This essay posits that Colombia's 1991 Constitutional reform raised public expenditures to unsustainable levels leading to serious fiscal problems which have not been fully corrected. The largest restriction for a structural fiscal correction has been the insufficient political support to protect macroeconomic stability and to see it as a collective public good. This situation has worsened as a result of "interventions" by the Constitutional Court limiting the scope of laws to raise revenues and reduce expenditures. Within this context the independence of the Central Bank has been a very positive development.

Las entidades territoriales en Colombia tienen un régimen tributario con ciertas particularidades, pues desde la Constitución Política se regula que no pueden crear tributos ex novo, aunque pueden establecer las exacciones territoriales que se encuentran creadas en una ley de orden nacional; adicionalmente, deben aplicar el procedimiento tributario territorial establecido para los tributos de carácter nacional, esto por disposiciones de orden legal. Por otro lado, para algunas entidades territoriales, las de un tamaño considerable, los tributos representan parte importante de sus ingresos, aunque para otras, las medianas y pequeñas que son la mayoría, los tributos no son parte esencial de sus ingresos, pues subsisten principalmente de las transferencias del orden nacional. En tal sentido, el presente escrito busca evidenciar cómo sería la aplicación de una cláusula antiabuso a escala territorial en Colombia, y si esta herramienta fiscal es eficaz para que sea empleada en los niveles subnacionales, pues no todo mecanismo de lucha contra la evasión o la elusión fiscal es pertinente en todos los casos. ; The territorial entities in Colombia have a tax system with different particularities, because the Political Constitution regulate the impossibility to create local taxes ex novo, although they can establish the local taxes that exists previously in the law. On the other hand, the territorial entities must apply the national tax process, because of the article 59 of the 788 law of the 2002. For some territorial entities, the biggest, the taxes are an important source of their income, but, for the others, the medium and small, which are the majority, the taxes are not essential part of their income, because their dependence of central level transfers. In this order, the present document its purpose show what would be the operation of an ant avoidance rule at the territorial level in Colombia, and check if this fiscal instrument is effective and useful to be used at subnational governments, since not every mechanism to combat tax evasion or avoidance is relevant in all cases.

The territorial entities in Colombia have various financing problems that prevent them from meeting their different obligations and responsibilities at the social level, the previous product of the great dependence of the majority of the Municipalities and Departments of central-level transfers to these, which is why taxation is an important source of income worth reviewing in the light of more resources. Bearing in mind the foregoing, it should be recalled that the Political Constitution and subsequent jurisprudential interpretation of Article 388 Constitution restrict the framework of action of the territorial entities in respect of the imposition of their taxes, However, there are valid legal alternatives to adapt these local levies to the needs of each tax administration in particular, this will be reviewed if the measures raised are legally possible and efficient. ; Las entidades territoriales en Colombia afrontan diversos problemas de financiamiento que les impiden cumplir con sus diferentes obligaciones y responsabilidades a nivel social, producto de la gran dependencia de la mayoría de los municipios y departamentos en las transferencias del nivel central, motivo por el cual la tributación es una fuente importante de ingresos que vale la pena revisar a la luz de obtener mayores recursos. Teniendo en cuenta lo anterior, debe recordarse que la Constitución Política y posterior interpretación jurisprudencial del artículo 388 constitucional restringen el marco de acción que tienen las entidades territoriales respecto de la imposición de sus tributos. Sin embargo, existen alternativas jurídicas válidas para adaptar estas exacciones locales a las necesidades de cada Administración Tributaria en particular; de tal modo, se revisará si las medidas planteadas son jurídicamente posibles y eficientes.

La financiación de las entidades territoriales en Colombia (municipios, distritos y departamentos), es una situación problemática que se viene discutiendo desde épocas de la independencia, con lo cual, es indispensable revisar la situación que actualmente vive nuestro país específicamente en lo referente a ingresos tributarios de estos entes locales, teniendo en cuenta la escueta regulación constitucional y la pésima técnica legislativa y económica que se encuentra en las disposiciones legales que regulan los tributos de orden subnacional. Así, se pretende observar y proponer una solución a la cuestión con base en diferentes experiencias que se han suscitado en torno al tema.

Eduardo Wiesner's book makes an important contribution to the understanding of development by blending together the interdependent issues of (i) macroeconomic performance and volatility, (ii) equity and distributive justice, (iii) fiscal deficits and the redistributive effectiveness of social public expenditures, and (iv) the demand for the 'right' institutions and for policy reform in Latin America. It does this by examining recent macroeconomic crises from a political economy perspective, and finds that information is the critical algorithm that links together the demand for macroeconomic stability, macroeconomic performance and, ultimately, distributive justice

Introduction: Schizophrenia is a disabling mental illness that affects the quality of life of both the sufferer and their caretakers. Research has shown that quick diagnosis and treatment of the first episode is associated with better prognosis. Objective: In this paper, the design and evaluation of a community intervention for early detection of the first episode of psychosis in three sectors of the country (municipalities of Iquique, La Granja and El Bosque) is described. Materials and Methods: For the evaluation, a qualitative, ethnographic methodology was used, based in semi-structured and group interviews with different categories of participants (teachers, coordinators, medical professionals and non-medical professionals). Results: Evaluation of this intervention shows that the objectives were fulfilled unequally. A high level of participation was obtained from doctors and teachers, and the training was positively evaluated. Conclusions: The main recommendations were, 1) obtain political support (local health authorities), 2) create and manage close relationships within the research team, and 3) modify the intervention to serve the needs and values of each community. ; Introducción: La esquizofrenia es una enfermedad mental que genera discapacidad, afectando la calidad de vida de la persona y de sus cuidadores. Las investigaciones demuestran que un menor tiempo de psicosis no tratada durante el primer episodio se asocia con un mejor pronóstico. Objetivo: En este trabajo se describe el diseño y evaluación de proceso de una intervención comunitaria para la detección precoz del primer episodio de psicosis, que fue aplicada en tres sectores del país (comunas de Iquique, La Granja y El Bosque) ligados a un servicio de salud mental.
